ci: keep stable-0.1 dependencies updated - #391

Dependabot only reads its configuration from the default branch, so stable-0.1 gets its own entries with target-branch: all GitHub Actions updates, and npm patch updates only. stable-0.1is the new maintenance branch for Nextcloud 32–35, asmainmoves to Nextcloud 36 (#390). Dependabot reads its configuration only from the default branch, so the branch needs its own entries here.stable-0.1: same settings asmain, withtarget-branch: "stable-0.1".stable-0.1: same settings asmain, but patch updates only.
