refactor!: remove deprecated and unused options before rc

Removes leftovers that were deprecated during the v3 beta or had no effect, before the RC:

• netlify.images option (use netlify.config.images).
• vercel.regions option and the unused generateEdgeFunctionFiles helper, both only used by the removed vercel-edge preset (vercel.functions.regions still works). Also drops the vercel-edge branches in test/tests.ts.
• prerender.retry / prerender.retryDelay (types, defaults, commented-out TODO in the prerenderer, docs).
• Deprecated useKV re-export from nitro/storage (useStorage stays there).
• String form of getBuildInfo(rootDir); it now only takes an options object.

Kept on purpose because Nuxt still uses them: the TracingOptions type alias and experimental.typescriptBundlerResolution. Migration guide has a new "Removed Deprecated Options" section.
