GitHub moves ubuntu-latest from Ubuntu 24.04 to 26.04 between 2026-10-19 and 2026-11-19 (actions/runner-images#14748). During the rollout, a job may land on either image.

Jobs that run in a container (gcc:*, silkeh/clang:*, ubuntu:*, Intel, NVIDIA) only use the host for Docker and are unaffected. This PR switches the jobs that use the runner's own toolchain (GCC, gcov/lcov, Valgrind, Python/pip) to ubuntu-26.04 so breakage shows up now:

  • ubuntu.yml: ci_meson_install, ci_infer, ci_static_analysis_ubuntu, ci_test_coverage, ci_emscripten, ci_test_documentation
  • check_amalgamation.yml: check
  • codeql-analysis.yml: CodeQL-Build
  • semgrep.yml: semgrep

Not switched because they don't run on pull requests: check_docs_links.yml and publish_documentation.yml. They use the same make install_venv as ci_test_build_documentation, which this PR does cover. Pure API jobs (labeler, stale, dependency review, scorecards, comment/cancel helpers) are left alone.

Once CI is green or fixed, this PR can be merged as is (pinning ubuntu-26.04 explicitly) or changed back to ubuntu-latest.

Public API

No breaking changes: this only touches CI workflows.

GitHub moves ubuntu-latest to Ubuntu 26.04 between 2026-10-19 and
2026-11-19 (actions/runner-images#14748). Run the jobs that use the
runner's own compilers and tools on ubuntu-26.04 now to find breakage
before the rollout. Container jobs are unaffected.

On ubuntu-26.04, lcov reports a mismatched end line for a function of the
test helper value_in_range_of_test.hpp in the 32-bit build and stops
(ci_test_coverage). The report only covers the library sources, so ignore
the inconsistency like the mismatch and unused errors before.
