Fork-internal PR to run Travis CI for upstream networkupstools#3752, so the new spellcheck jobs (current aspell-en on Noble, aspell-en 7.1 on Trusty) can be checked.

Pass --disable-spellcheck to the Jenkins autotools build matrices and
to ci_build.sh BUILD_TYPE=default-withdoc* (the only default-* build
types that did not disable it yet), so their "make check" no longer
runs the docs spellcheck. A failing matrix build is then clearly not
about spelling, and the jobs save a little time. Local builds keep
the "configure --enable-spellcheck=auto" default.

The Travis CI BUILD_TYPE=default-spellcheck job now runs twice: on
Ubuntu Noble for a current aspell-en, and on Ubuntu Trusty for
aspell-en 7.1, the same old dictionary as CentOS 7 (EPEL), which
rejects some spellings that newer dictionaries accept.

The NEWS.adoc entry for the spellcheck CI change names the
BUILD_TYPE=default-withdoc* scenarios, which aspell flags.

The aspell-en 7.1 dictionary (CentOS 7, Ubuntu Trusty) rejects the
British spelling, so it would fail the new old-dictionary spellcheck
job on Travis CI.

Fork-only test PR, superseded by the GitHub Actions version (see networkupstools#3752).
