Error: Cannot find module 'C:\Users\RUNNER~1\AppData\Local\Temp\d2f8aa7f\is-core-module\node' - implies it's something about the node environment on that runner to me.

The error is not related to the GitHub runner. It's also reproducible on a local Windows 11 26H2 system:

git clone https://github.com/inspect-js/is-core-module
cd is-core-module
npm install
npm test

Leaving the win32 skip in place is the right setting for citgm.

https://github.com/inspect-js/is-core-module appears to test in CI only in ubuntu-latest.

Closing, since the question was answered. The issue is not related to citgm. A cloned repo also fails to run tests under Windows, without using citgm.
