Advance the stable plan to the reviewed #80 source, which updates the Debian CI job to Debian 12. The exact workflow policy is admitted by #91.
This changes one source pin. The canonical controller accepted the source approval and generated the proposal. Existing topics, preview enrollment, and generated release branches are unchanged.
