Advance #83 to its source restacked on the Debian 12 CI update from #80. The release workflow, manifest helper, manifest tests, and Meson registration are unchanged.
The canonical controller accepted the retained source approval and generated this one-line pin update. Preview topics and generated branches are unchanged.
