P1 Badge Pin init and analyze to the same CodeQL revision

The 4.38.3 analyze step reads configuration written by the still-4.38.2 init step. CodeQL documents that mixing action versions is unsupported and that non-init steps throw an error when configuration was generated by a different init version (upstream changelog); consequently, every push, PR, merge-queue, and manual run reaches this step and fails instead of uploading analysis. Update init to the same 4.38.3 SHA, or keep both steps at 4.38.2.
