[Bug] Authoring-related UI is visible in lists when the waffle flag is off #340

Current

Currently, when a user is on the Team Members tab or the Audit User view, and the Authoring waffle flag is off at the platform level, +and the course-level and the org-level , they can still see Authoring-related information in the user list filters.

Inside the user lists:

• The Scope filter show courses.
• The Role filter show Authoring roles.
• The user list may include users or role assignments that belong to Authoring roles.

Expected

When the Authoring waffle flag is off at the platform, org and course level , Authoring-related roles, scopes, and assignments must not be exposed in the user lists.

The available filter options must be restricted according to the enabled domains:

• The Scope filter must not list courses.
• The Role filter must not list Authoring roles.
• The user list must not display users or role assignments that only belong to Authoring roles.
• If a user has both Library roles and Authoring roles, only the Library-related roles and scopes should be displayed.

There are no intermediate states for this behavior. The feature is either enabled at any level or disabled at all levels. Existing org-level and course-level waffle flags ON should return the same UI an lists as platform-level ON value and must not introduce additional filtering behavior. WE SHOW COURSES OUTSIDE THE WAFFLE FLAG IF ANY LEVEL OF THE CONFIGURATION IS ON. the display of non active courses in the UI will be addressed in the documentation and is not a requierment to fix right now.

As a user managing team members,

I want to see only the roles, scopes, and assignments that belong to enabled domains,

So that I do not see or manage Authoring-related access when the Authoring waffle flag is off for all of the scope levels.
