chore: bump openedx-forum to 0.4.8

Bumps openedx-forum from 0.4.7 to 0.4.8 to pick up openedx/forum#292.

That fix makes thread lists from the MySQL backend report endorsed status correctly. Before it, answered questions lost their "answered" check mark in the discussions sidebar after a page reload.

Generated with make upgrade-package package=openedx-forum. Only the openedx-forum entry changes, in uv.lock and the exported base.txt / development.txt. 0.4.8 contains only that fix, and its dependencies are the same as 0.4.7's.
