Data follow-ups: date class, a community ID variant, the 999 code and the photo links #4

What this is about

The pkgreview mechanical pass left the data unchanged. The check script and the intake screen found a few data points that need a decision or a rerun of data-raw/data_processing.R, so they are not fixed mechanically. None of them blocks the publication floor.

To do

  • subdate_wp is stored as character (YYYY-MM-DD strings), not as Date; convert it in data_processing.R and regenerate the .rda, CSV and XLSX
  • commid_wp has one case-only variant: SIMl01 (1 row) next to SIML01 (3 rows); check with the source whether these are the same community and harmonise if so
  • wc_mgmt_index_wp has the code 999 in 75 rows of the raw data; the recoding turns it into NA without a note. Check what 999 means in the codebook and document it in the dictionary (or keep it as its own category)
  • read_csv() in data_processing.R runs without col_types; add them when the script is rerun
  • Optional: add a roxygen @source for the dataset (the paper, doi:10.1029/2023WR034679)
  • photo_wp links to 1792 water point photos on a public akvoflow S3 bucket; check a sample for identifiable people and decide whether the column stays in the published data

After a data change: bump the version, add a NEWS.md entry, and re-run washr::update_citation() and washr::update_metadata().

Part of the openwashdata cleanup tracked from openwashdata/owdata#20.
