Create section on adding alerts in Grafana on test results

As discussed during the f2f meeting. This will be the first step on enhancing alerting in perfSONAR Grafana.
Documentation should include at least:

• selection of data source fields to be used
• getting the info about current thresholds from psconfig
• how-to on adding alerts to Grafana
