Pins plannotator-tui 0.9.5 and bumps the plugin to 0.9.5 in all four manifests (root, lite, windows-full, links). Test scripts that hardcode the pin are updated. Helper (herdr-annotate.version, rust/) is unchanged.
Verified: every 0.9.5 fetch URL (4 unix targets, 2 windows .exe, SHA256SUMS) returns 200, and the fetcher installs the macOS arm64 binary with a passing SHA256SUMS check in an isolated temp plugin dir.
