[BUG]: Effective (post-clamp) padding no longer exposed by `sankey.nodePadding()`

Description

A side effect of the recent sync with upstream to v0.12.3 is that sankey.nodePadding() now returns the user-configured padding. Previously, the post-clamp value was returned. plotly.js relied on the post-clamp value for a warning and now that warning doesn't fire. The post-clamp value should be exposed to help get the warning working again.
