CLI v3 breaks existing release workflow

High Severity

Upgrading @changesets/cli to v3 is incompatible with the current release pipeline. The reusable changesets.yml workflow still uses changesets/action@v1, which reads New tag: from stdout and calls changeset tag. CLI v3 emits NDJSON via CHANGESETS_OUTPUT and renamed that command to changeset git-tag, so publishes can succeed while git tags, GitHub Releases, and the Pages deploy that triggers on release are skipped.
