Changelog package incompatible with CLI v3

Medium Severity

@changesets/cli v3 is paired with @changesets/changelog-github ^0.6.0, but the v3 migration requires changelog-github v1. .changeset/config.json still loads that generator, so changeset version can fail to produce release notes or emit incorrect changelog entries.

Release workflow incompatible with CLI v3

High Severity

@changesets/cli v3 is not supported by changesets/action@v1, which the existing reusable release workflow still runs. changeset version also exits 1 when there are no unreleased changesets, so the main-branch release job can fail and block publishes.
