Store the tag directly in PACKAGE_VERSION and use it as-is at git checkout, instead of storing the bare version and manually prepending azure-core_ at the checkout line. Default also updated to azure-core_1.16.3 so no-arg invocation works.
Update # Version header, build_info.json version field and version block key, PACKAGE_VERSION default, and git checkout line in all 3 UBI scripts to use the full git tag azure-core_1.16.3 directly. OSE dashboard passes azure-core_1.16.3 as \ (full git tag). PR CI reads the # Version header and passes it as \ - now also azure-core_1.16.3. Both callers pass the same value, git checkout \ resolves correctly.
PEP 440 does not allow azure-core_1.16.3 as a wheel version. Use \ in the sed substitution so pyproject.toml gets the bare 1.16.3 while PACKAGE_VERSION stays as the full git tag azure-core_1.16.3 for the git checkout and log lines.
