feat(digitalocean): add reserved ips, load balancers and doks

Fixes #771

New services reservedip, loadbalancer, kubernetes. They only warn on failure, so tokens scoped to droplet/app keep working after upgrade. Bumps godo to v1.218.0 (reserved IPv6 and LB fields).

Tested against a fake API server with the real SDK client; no live account.
