OpenWiki: bump the locked CLI from 0.3.3 to 0.7.2 - #39

Bumps tools/openwiki/package.json to openwiki 0.7.2 and regenerates
package-lock.json per RELEASING.md:
npm install --package-lock-only --ignore-scripts --before=2026-10-24
0.7.2 was published 2026-10-09, before the 7-day cutoff. The lockfile
resolves 338 packages, all from registry.npmjs.org.
Checked against the 0.7.2 tarball before bumping:
- CLI: `openwiki code --update --print` still parses (commands.js accepts
"code"/"personal" as the first positional; --update and -p/--print kept).
- Env: OPENWIKI_PROVIDER, OPENWIKI_MODEL_ID, ANTHROPIC_BASE_URL,
ANTHROPIC_API_KEY, OPENAI_COMPATIBLE_BASE_URL/_API_KEY are all still read.
Telemetry opt-out still honours OPENWIKI_TELEMETRY_DISABLED and
DO_NOT_TRACK.
- Metadata: openwiki/.last-update.json still written with status
"complete", model and gitHead, which the verify step reads.
- openwiki/INSTRUCTIONS.md is still treated as user-authored and never
rewritten; .openwikiignore stays a root-level read boundary.
- Node: engines >=22.22.0; setup-node "22" currently resolves to v22.23.4.
- Install scripts: better-sqlite3 12.11.1 is still the only package with
hasInstallScript, so `npm ci --ignore-scripts && npm rebuild
better-sqlite3` is unchanged. The workflow comment now says it was
checked on 0.7.2, 2026-10-31.
Behaviour differences callers will not see:
- 0.7.x maintains an OPENWIKI block in AGENTS.md (and CLAUDE.md if one
exists) at the repo root. The docs PR uses add-paths: openwiki, so those
edits are never committed.
- In-progress state lives in openwiki/.run.json and is removed on success.
Known risk: the workflow records that 0.7.1 + Haiku 5.5 failed every
update of an existing wiki on 2026-10-08 ("Repository planning worker
exited without submit_plan"). 0.7.2's release notes don't mention a fix,
and upstream issues langchain-ai/openwiki#890, #1046 and #1074 on
submit_plan are still open. The OpenWiki smoke test runs both cases
(update and from_scratch) on this PR; do not merge unless both pass.
Dependabot alert #1 (braces, withdrawn advisory, no patched version) is
not cleared: braces stays at 3.0.3 in the new tree.
Release: PATCH (OpenWiki pin bump, callers unaffected).

Moves all six reusable references in workflow-templates/ from 8c4dbb4 (v1.1.0) to 75e88dd (v1.1.1), per step 3 of RELEASING.md (Dependabot doesn't scan this folder). Files: claude-review.yml (reusable-claude-review and reusable-claude-review-skip), openwiki.yml, psd-ci.yml, publish-plugin.yml, security-scan.yml. v1.1.1 (run 41264437323, tag at main 75e88dd) contains #31, #32, #34, #35, #36, #37, #38 and #39: action SHA bumps (create-github-app-token 3.3.0, setup-node 7.1.0, dependency-review-action 5.0.0, claude-code-action 1.0.251, setup-uv 10.3.0), the pin-comment fix, keeping openwiki/INSTRUCTIONS.md through from-scratch wipes, and the OpenWiki CLI bump to 0.7.2. All PATCH-level; no caller inputs, secrets, job names or permissions changed.

tools/openwikiis pinned to 0.7.2, and the lockfile was regenerated with--before=2026-10-24per RELEASING.md. The only workflow change is the install-script comment..last-update.jsonfields still match the workflow.engines >=22.22.0.canary (false)job (update case) is the one to watch.braces3.0.3, withdrawn advisory, no fixed version).
