v1.2.0 (85ef062) adds PR-scoped concurrency to security-scan, dependency-review, psd-ci, secret-scan and license-check, and skips the OpenWiki job on push unless the caller passes run_on_push: true (#42). Dependabot doesn't scan workflow-templates/, so the six pins in the five templates move by hand per RELEASING.md step 3. SHA checked against the v1.2.0 tag (git/ref/tags/v1.2.0).

RELEASING.md step 3 after v1.2.0 (#42). Moves the six reusable pins in
workflow-templates/from v1.1.1 to85ef062# v1.2.0. I checked the SHA against the v1.2.0 tag. Dependabot doesn't scan this folder, so the pins need updating by hand.
