The feature branch sync cannot push directly to new-resolver-config, and repository policy prevents GITHUB_TOKEN from creating pull requests.

Use Mergify to create backport PRs from main into new-resolver-config, with maintainers reviewing and merging them. No personal token is required.

Remove the old sync workflow and document conflict resolution and recovery.

Validation: focused checks and Mergify configuration validation passed.

📝 Walkthrough

The sync workflow was removed. Mergify now backports qualifying merged pull requests from main to new-resolver-config. Matching Mergify backport pull requests are excluded from the automatic-merge rule. The contributor guide documents review, merge, conflict, recovery, and branch-retirement procedures.

Priority: ⬇️ Low

Estimated code review effort: 3 (Moderate) | ~20 minutes

Merge Risk: ⚪ Minimal · up to b9af6

Qualifying merged pull requests are configured to receive backport PRs that require maintainer review. Direct pushes and unsupported histories remain manual, as documented; no specific blocker to merging is established.

The sync workflow failed because `new-resolver-config` is a protected
branch that requires changes through pull requests. Instead of pushing
directly, create a PR from an intermediary `sync/` branch. If an open
sync PR already exists, update it in place.

Create resolver branch backports after each main PR merge using the installed Mergify app. Keep generated backports for maintainer review and manual merging, and document recovery from conflicts or missed events.

Remove the superseded sync workflow and limit backports to changes after the baseline sync in python-wheel-build#1367.

Keep the baseline, maintainer review and recovery steps, and cherry-pick history caveat in three short paragraphs.

But backports will create new commit identities rather than preserving main’s ancestry which is an issue for us. Hence moving this to draft
