Writes the private key into OTP, e.g. for rpi-connect-ota

Default to setting other blocks ignored when sealing, otherwise a block without a hash at the start of the binary would be chosen over the sealing block with a hash, if the hash was incorrect TBYB command can be used to set/clear the TBYB bit, to avoid the need for compiling a separate binary with PICO_CRT0_IMAGE_TYPE_TBYB=1
For example, when saving the entire flash contents, or combined UF2s
Runs SRAM binary on device to perform provisioning operations (register device identity, exchange auth key for token, set wifi credentials)
Allows setting defaults from a board header Also speed up binh.cmake, and strip provisioning ELF
Runs for --create-identity if there is no existing key in OTP
