Bumps certifi from 2026.7.22 to 2026.10.19, which distrusts the eight compromised eMudhra intermediate CAs (keys generated with insufficient entropy, computable from public certificates). Browsers blocked these on 17-20 October, but Python clients using certifi keep trusting them until updated.

Also exempts certifi from the exclude-newer cooldown, since trust store updates are security fixes that shouldn't wait several days. Other uv.lock changes are uv normalising lockfile metadata; no other package versions change.

- certifi 2026.10.19 removes trust in the eight eMudhra intermediate
  CAs whose private keys were found to be computable from their
  public certificates
- exempt `certifi` from the `exclude-newer` cooldown so trust store
  fixes are picked up immediately rather than after several days
