The "Validate patched wheel" step source-built pyarrow 26.0.0 from the PyPI sdist and failed in CMake (no Arrow C++). With unsafe-best-match, uv takes the highest version across both indexes, and the served registry index at the time topped out at pyarrow 25.0.1. duckdb has the same skew now (PyPI 2.0.0 is sdist-only for riscv64, registry 1.5.6). Pass --only-binary for both; uv pip install has no env var for it. pyarrow has no cp311 riscv64 wheel on pypi.riseproject.dev or PyPI, so the cp311 wheel cannot be installed or tested; drop it from the matrix.
