Adds a riscv64 wheel build for histomicstk, mirroring upstream's cibuildwheel-only ci.yml build_wheels job with no cibuildwheel test step (upstream runs none either).

setup.py sets no license_files, so setuptools' default LICEN[CS]E*/NOTICE*/AUTHORS* glob ships LICENSE, NOTICE and AUTHORS.rst (upstream's PyPI wheels list the same three License-File entries). The wheel-contents check asserted LICENSE alone and failed every build after the wheel itself had built and repaired fine.

histomicstk1.4.0Compiles three small Cython extensions (feature/segmentation helpers) via scikit-build/CMake. Upstream publishes no riscv64 wheel.
