vesin-torch: Add version 0.6.1 - #3096

PyTorch-integration variant of vesin (same C++ neighbor-list library already published as vesin, plus a libtorch custom-op extension). Links against this repo's own riscv64 torch 2.13.0+cpu wheel the same way the torchaudio port does. Mirrors the build-torch-wheels job of upstream's build-wheels.yml, narrowed to the one torch release this registry carries.

python/vesin_torch/pyproject.toml sets pytest filterwarnings = ["error"], and torch emits "Failed to initialize NumPy" at import time when numpy is missing, so collection of every test module failed. Upstream only gets numpy transitively through ase in its tox environment.

vesin-torch0.6.1Builds the PyTorch-integration variant of
vesin(already published as plainvesin): a libtorch custom-op extension over the same neighbor-list C++ core. Upstream publishes no riscv64 wheel.Mirrors the
build-torch-wheelsjob of upstream'sbuild-wheels.yml.Differs from upstream
cp312-manylinux_riscv64build - theuniversal_wheeloverride makes itpy3-none, same as plainvesin.Testing
vesin-torchtestenv, minustest_metatomic.py(needsmetatensor-torch/metatomic-torch, neither on this registry).License: Wheel bundles gpulite (MIT) and dynamically links torch (BSD-3-Clause, from the separately published
torchwheel); upstream ships no licence text for gpulite, so the build adds it.Built on cp312; autograd/neighbor tests passed, metatomic test skipped for the missing deps above.
