UV_ONLY_BINARY is not a uv environment variable, so uv silently ignored it and built pillow 13.0.0 and litellm 1.106.2 from source on the riscv64 runner, as neither has a riscv64 wheel yet. Pillow then failed for lack of libjpeg headers. Pass --only-binary ':all:' on the command line so uv falls back to the riscv64 wheels (pillow 12.3.0, litellm 1.103.2).
