aiotieba: Add version 4.8.1 - #3187

Build the scikit-build-core C crypto extension for manylinux_2_39_riscv64 with upstream's cibuildwheel.toml, and ship the licences of the vendored mbedtls/base32/crc32, xxHash and rapidjson sources.

…ntry The cp313/cp314/cp314t test venvs could not install aiotieba: uv's default first-index strategy only looked at pypi.riseproject.dev, which has aiohttp<=3.12.14 and lxml 5.3.0 for cp39-cp312 only, while aiotieba needs aiohttp>=3.13.1 on 3.14 and lxml>=5.3.0/>=6.0.1 on 3.13/3.14, whose riscv64 wheels are on PyPI. Set UV_INDEX_STRATEGY=unsafe-best-match. The cp312 licence check failed on an empty line: auditwheel repair adds a bare .dist-info/licenses/ directory entry to the wheel. Only match entries with a file name after the directory.
