From 0.18.0 upstream's pyproject.toml runs append_bundled_licenses.sh in its linux before-build, and tools/verify_wheels.py checks the notices are in LICENSE.txt. The before-build set here replaces upstream's, so run the script at the end of it when the checkout has it.
