The CCR convert_to_draft route only exists inside Claude Code sessions; in GitHub Actions it returns 404 and aborted the whole run. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01WLrKmVNbTh8QfP71a78k8b

Summary
convert_to_draftinci_scripts/mark-pr-ready.pyposted to a/ccr/convert_to_draftendpoint that only exists inside Claude Code sessions. In GitHub Actions it returns 404 (seen on PR #3791 in run 39969829885), which aborted the whole run and left the remaining PRs unprocessed. The function now tries the CCR route first and, on a 404, falls back to PyGithub's
pr.convert_to_draft()(GraphQL). Other HTTP errors still raise. The docstring is updated, since it wrongly claimed the CCR route works everywhere.Testing
Only checked that the script compiles; not run against GitHub. The next scheduled run will confirm the GraphQL fallback works with the Actions
