…wheel-only 1.13.0 moved the Go module from go/adbc to go/driver/flightsql, so the testserver build path no longer exists; support both layouts. Also install pandas wheel-only in the test venv: PyPI's newest pandas has no riscv64 wheel and its sdist fails to build (meson/xsimd), as it did for the sibling adbc drivers.
