Conventions v1.4.0, and one heading the wider list caught - #3

The pin and the workflow move to v1.4.0 and `sync` brings the vendored copy with them. The wider stem list named the heading `What generalises` in the ElevenLabs note; it reads `What generalizes` now. Verified: conventions-sync check, conventions-check and verify.py pass.
