Conventions v1.6.0: the translator has a reviewing mode - #5

The release gives the translator a reviewing mode: take the page, hand back a row for every element, change only what a rule requires, propose the rest. Both tags move and sync brings the one file that changed; the block and the adapters are as they were. Verified: sh conventions/conventions-sync check and sh conventions/conventions-check pass; python3 verify.py passes. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

Re-sync to conventions v1.6.0: TRANSLATOR.md gains its reviewing mode. One vendored file
changes; the block and the adapters are unchanged. No word of this repository's own prose changes.
