The 0.23.0 release job stalled for over three hours at
roc test platform/main.roc --max-transitive-mb=256with the September 22 compiler (job logs). With September 23, that exact command passes all 213 tests locally in about 0.7 seconds.Pin CI, release, docs workflows, and the Nix devshell to
nightly-2026-09-23-c7852fd, and update the minimum compiler in the 0.23.0 release notes. Refresh only theroc-overlaylock input to include the merged nightly metadata from roc-lang/roc-overlay#32.Validation on macOS Apple Silicon using the September 23 nightly:

nix --store /private/tmp/basic-cli-nix-store flake check --all-systems --no-buildpassed for all four supported systems. Used an isolated temporary store because the local Nix daemon is stopped; the full Nix devshell was not built or launched.
