Update Pi and routine dependencies

Updates the bundled Pi coding agent from 0.80.3 to 0.99.1 and Plannotator from 0.19.22 to 0.27.22, with verified source hashes and synchronized runtime dependencies. Adds libxcb for Pi's new Linux clipboard addon.

Also bumps the AWS SDKs, Zod, Yargs, ESLint, typescript-eslint, Vitest within v4, and Bun/Node types within their existing majors. Keeps the existing UI dependency versions and avoids major toolchain or Nix platform migrations. Cleans up two unused test parameters for the newer linter and removes a hard-coded May assumption from the browser test.

Validation:

• Frozen-lockfile installation, typecheck, lint, and production service/UI builds passed.
• All 228 unit tests and 37 browser tests, including visual snapshots, passed.
• Pi 0.99.1 loaded Plannotator and the bundled subagent extension in an offline smoke test.
• Nix VM/Home Manager configurations and updated package derivations evaluated; the Plannotator Nix package built on macOS.
• Full Linux VM builds were not run locally.
