Semver risk: patch/minor — virtualenv 21.3.3 → 21.14.13 stays within major version 21 (11 minor releases accumulated over ~1 year). It's a transitive, dev-only dependency (pulled in via pre-commit>=3.7), not shipped in the runtime image, so blast radius is limited to local dev/CI tooling.

Changes in this release:

• Security fix (GHSA-cx6f-vjhg-g3cc): stops bash from executing commands embedded in --prompt or an env name via $(...), backticks, or a trailing backslash under shopt -s promptvars/set -o posix/inherited PS1; zsh now reads the prompt from psvar[9] instead of parsing it as shell syntax.
• Hardening: the .venv redirect and wheel RECORD are now written with exclusive create, closing a TOCTOU window where a pre-planted symlink could redirect the write.
• Routine bugfixes across the 21.4–21.14 range: embedded pip/setuptools/wheel upgrades, repeated --extra-search-dir handling, Windows app-data migration, symlink-seeding fixes.
• No breaking changes or deprecations surfaced for this range.

Lock file: clean. Only virtualenv and its two direct deps moved as a direct consequence of the bump — distlib 0.4.0→0.4.4, python-discovery 1.3.1→1.6.4 — plus a shared packaging 26.2→26.3 bump pulled in by virtualenv's new dependency constraint (it now also depends on packaging). Everything else in the diff is pure uv.lock format churn (lock revision bumped to 5, adding upload-time metadata to every existing entry). No unrelated transitive packages drifted.

Prior pins: none found. No manual pin of virtualenv in pyproject.toml, and nothing referencing it in recent git history.

Conflict check: clean. uv sync --extra dev — the exact command this repo's own CI uses — succeeded on this commit in both the ci and dependency-audit jobs, so the lock file resolves without error.

CI: ci (ruff, mypy, bandit, pytest) — passing. dependency-audit (pip-audit) — failing, but unrelated to this diff: it flags certifi==2026.5.20, filelock==3.29.0, and urllib3==2.7.0, and all three are at identical versions on main already (unchanged by this PR). These are newly-disclosed advisories against versions that were already pinned before this bump, not something introduced here. urllib3 already has a dedicated fix in flight (#73 bumps it to 2.8.0); certifi/filelock don't have bump PRs open yet. This is exactly the scenario the two-job split in ci-python.yml was designed for ("a dependency advisory landing on an unrelated day fails only this check").

Recommendation: ⏳ Safe to merge once CI passes — the virtualenv change itself is clean (dev-only transitive dep, no breaking changes, lock resolves fine), but dependency-audit is currently red for reasons that predate and are independent of this PR. Hold until that's green (e.g. after #73 merges and/or certifi+filelock get bumped) rather than merging past the gate.
