Export button on annual report should revert to "Export Report" from "Please Wait..." once report generated. #5691

Summary
'Export Report' button on annual survey should revert back to "Export Report" when the report has been generated.

Recreation
Click the following sequence:
Reports
Annual Survey
click on a year
Export Report
Observe that the button stays as "Please wait..." and does not revert to Export Report.

This is probably not causing anyone any problems, as you wouldn't Export Report the same year over and over again. If it's really really hard to fix, it may not be worth it -- consult with the leads.

Could this be assigned to me? I have a fix ready:
download_button_torenders a GET link to asend_dataendpoint, so the page never reloads and rails-ujs never re-enables the button. Opting download buttons out ofdata-disable-withthe same waymodal_button_towas for #5632 fixes it, with a helper spec and a system spec on the annual report page.
