Bump version to 1.1.30 - #276

Releases rust-lang#273, which stopped defining `Z_SOLO` on the WASI targets. Without it, zlib on wasm32-wasip1 has no default allocator, so `inflateInit` returns `Z_STREAM_ERROR` when `zalloc` and `zfree` are left unset. I ran into this while adding wasm32-wasip1 support to git2-rs: libgit2 leaves them unset, so every object read failed.
