[Bug]: Dynamics Island shows notifcations in expanded mode for a millisecond #1356

Bug Description

The notifcations should be shown for preset 5 seconds in expanded view but regardless of whether I have phone animations on or off/fast or slow, the island just zaps them for a millisecond.

Because it was just zapping the notifications and removing them from the system tray, I turned that feature off but it doesnt respect that setting anymore. So now I have the island skipping my notifications and also removing them.

Steps to Reproduce

1. Dynamic island on
2. notification arrives
3. Skips that notification in a millisecond

Expected Behavior

Should show the notification for the preset 5 second window.

Additional Context

When the screen is off and I unlock the device, then sometimes I see the expanded view. So it is working when the screen is off but when it is on, no way.

I have noticed it multiple times. when I am chatting with someone on WhatsApp and immediately comes out of the app, hoping to receive the notification in case the other person replies, the island just appears in expanded view for a millisecond, so fast I can't even read the name of the app the notification is from and removes the system notification from WhatsApp too. Then I have to do guess work and 9 out of 10 times the other person had sent a message.

Please fix this for me.
