Work plans could split changes that only pass the repository's commit checks together into separate tasks. The observable verification point was defined at both task and phase level, so a phase could act as the real commit unit while its tasks became non-committable fragments, and the undefined rollback boundary field let plans record "phase commit set" as a task boundary. Remove the phase-level verification point, the slice-shape guidance in the plan template (duplicated from implementation-approach), and the rollback boundary field that no downstream step consumed. Tie the task verification point to the repository's commit-time checks, and align the task-decomposer description with its one-to-one mapping. Bump the patch version to 0.27.4. Work plans could split changes that only pass the repository's commit checks together into separate tasks. The per-task commit cycle then could not commit those tasks one by one.
This PR fixes it mostly by removing rules. It adds one clause.
