Add rime-multilingual-dub example

Adds an example that dubs one video into several languages.

The script reads translated lines from translations.csv, asks Rime for a voice-over in each language, uploads the MP3 through the Ingest API, then renders the source video with its own audio silenced, the new voice in its place, a locale badge and captions.

The voice track is capped to the length of the source video, so a long line is cut at the end of the picture instead of extending the render. The script does not translate anything; the user supplies the translated lines.

• Zero dependencies, Node 20, .env.example with empty values
• README follows STANDARDS.md
• Re-runs are resumable through output/manifest.json
• Template passes shotstack validate
• Rendered end to end on the sandbox, including a deliberately over-long voice track to confirm the cap
