Github has updated ubuntu-latest from ubuntu 24.04 to 26.04. The available compilers have changed:
GCC
Clang
This PR updates simc-forever to use the oldest/newest available of each. So gcc 13 + 15 and clang 20 + 22
If we want to continue testing older versions, I think we'll need another build step to explicitly use ubuntu-24.04
