fix(ci): Codecov 上传升级 v5 + retry(引导期 TLS 失败不再判死 ubuntu+node24 腿)

#364 的 ubuntu+node24 腿连挂三次，失败点全部是 Codecov 上传步骤的 EPROTO ... SSL alert number 40——测试（fail 0）与覆盖率生成本身都绿，是 runner 与 codecov.io 之间的 TLS 抖动。fail_ci_if_error: false 只约束上传器报错，codecov-action v4 在引导期（下载/连接 codecov.io）就断时照样把 step 判死。

本 PR 把 action 升到 v5（走新 CLI），并显式加 retry_count: 3，让引导/上传的网络抖动在步内消化。上报失败仍不挡 merge（fail_ci_if_error: false 保留）。
