Save Markdown-producing step artifacts as reviewable drafts while keeping gates pending until explicit approval marks the journal step complete. Preserve Red/Green evidence-only phases, Step 88 non-mutating behavior, and workflow-set scaffold approval boundaries. Co-authored-by: Pi Harness <pi-harness@users.noreply.github.com>
