sqlpage tries to call SQLRowCount even for select statements #1056

I think we should move back onto the offical sqlx package. I see this was tried before, but cancled #1292
Is this something we would want to try to pick back up? I can take a stab at it :)

it's a big project but it would be very welcome, and useful for the entire community even outside SQLPage, since this requires creating production grade odbc and sql server connectors for sqlx.

These crates have no production user yet, so don't hesitate to experiment, move fast and break things, until you decide on a solid foundation.
