Release 2.13.1 — bumps package.json / lockfile from 2.13.0 to 2.13.1, adds the 2.13.1 section to CHANGELOG.md, and removes the consumed changeset pi-host-security-updates.md.

The patch note documents what shipped in 37df5fe: Raspberry Pi images now apply host OS security updates via unattended-upgrades (Debian security + Raspberry Pi archives, no automatic reboot), restore Docker’s apt source on first boot so the engine can be patched, and clarify that FTW self-update does not update the host OS.
