chore(release): simplify Docker maintenance inputs

Summary

• remove the manually advanced Debian snapshot configuration and use the standard Bookworm repositories
• follow the official Komari latest image without a digest pin while retaining pinned base/build images
• keep deterministic source metadata, trimpath, normalized archives, and document the accepted maintenance boundaries

Validation

• repository validation: 25 Management customization tests and 2 archive tests
• fresh Core v7.2.94 validation and server build
• no-cache source Dockerfile build with pinned Core v7.2.94
• independent Dockerfile.runtime build with rolling Debian repositories and Komari latest
