Publish searchable provider icon catalog

Summary

• publish a searchable, filterable catalog for all 1,051 audited provider IDs without loading or hosting SVG bytes
• show 305 AWS, 45 Google Cloud, 639 Azure, and 62 curated developer and collaboration tool entries in all four documentation locales
• keep the catalog responsive with provider/category filters, 100-row pagination, copyable syntax, and per-brand source and guideline links
• make the Playground provider dialog practical for large local packs with search and per-provider progressive disclosure
• keep provider artwork user-imported and tab-local

This PR is stacked on #13. It also depends on stack-sh/cli#10 and the published @stack-sh/engine 0.6.0 package from stack-sh/engine#17 before final merge.
