Recent setuptools releases (82.0.0 and later) have removed the ``pkg_resources`` module. Our docs environment still depends on ``pkg_resources`` transitively via ``openstackdocstheme/pbr``, causing import error when run under newer environments. Modeled off of CID's ironic commit.
