check-updates.ymlruns at minute 17 instead of minute 0. GitHub delays scheduled runs at the start of every hour and drops some of them under load. In noctuum/sibyl, 93 of the 456 hourly runs due from 2026-10-01 to 2026-10-19 happened, 3 to 8 a day.docs/WORKFLOW.mdnames the new minute, and a test intests/workflows.batskeeps the schedule off minute 0.
